Does whistleblower policy apply to any instance of bringing government misappropriation of funds to light?

Where I work, we were told that if we see someone misusing medicare funds it is the law that the person who turns them in, or is the "whistle blower", gets a percentage of the funds that were being misused. Would this law hold true in a situation like the ACORN scandals? Not that Hannah Giles and James O’Keefe were in it for the money, but they sure saved the government a lot of cash.
